Japan Nuclear Human Resource Development Network

The “Japan Nuclear Human Resource Development Network (JN-HRD Network)” was established in November 2010. It is a framework for nuclear HRD, consisting of the industry, the academia, and the government of Japan, to share information and to promote national HRD activities in a harmonized, integrated and strategic manner. 73 organizations are members of the JN-HRD Network at present. The HRD Roadmap was created by the JN-HRD Network in 2014, and the JN-HRD has performed various activities to achieve the common goal since its establishment. © 2016 The Authors. Introduction The “Japan Nuclear Human Resource Development Network (JN-HRD Network)” was established in November 2010 to promote national human resource development (HRD) activities in a harmonized, integrated and strategic manner, and to share information among competent organizations of related industries, government, and academia. The Great East Japan Earthquake and the subsequent accident at the Fukushima Daiichi Nuclear Power Plant, however, changed the situation related to nuclear energy completely. The accident has also had an impact on nuclear HRD, resulting in decreased interest of young generation in nuclear, reduction of on-the-job training opportunities, and deterioration of university nuclear education [1, 2, 3]. On the other hand, countries which are to introduce nuclear energy for the first time still expect Japan for technical cooperation and HRD support. Japan is responsible for sharing with the world the lessons learned from the accident and for contributing in securing safety of nuclear facilities by reflecting them. In recent years, the JN-HRD Network has become more international in collaboration with overseas organizations such as the IAEA to promote HRD activities in a more effective manner.
